Carol Sitroon

Board of Directors

Carol Sitroon is a seasoned leader, educator, and strategic communicator whose career spans more than three decades across government, education, nonprofit leadership, and organizational development. With a powerful blend of business expertise, military‑aligned service, and a lifelong commitment to community impact, Carol brings exceptional depth and vision to the GPS4VETS Board of Directors.

Carol holds both a Bachelor’s and Master’s Degree in Business Administration, with additional studies in Marketing and Psychology, giving her a strong foundation in organizational behavior, leadership, and human dynamics.

Her distinguished 25‑year career with the Department of Defense includes roles as Management Analyst, Team Lead, Division Chief, and Data Management Chief. Throughout her service, she received multiple DOD Achievement Awards recognizing her excellence, innovation, and leadership. Carol was also selected to lead a Multidisciplinary Team in Washington, D.C., where she collaborated with military leaders and was frequently invited to serve as a conference and workshop presenter on leadership, communication, and organizational development.

Beyond her federal service, Carol has made a significant impact in the private and nonprofit sectors. She is the CEO and President of CasAl Communications, specializing in communications strategy, policy and procedure development, leadership training, strategic planning, and grant writing. Her work strengthens organizations from the inside out, helping them grow with clarity, structure, and purpose.

Carol also served as the Director of Adult Education at a Technical College, where she oversaw instructor hiring and evaluation, student conduct, and institutional grant writing — ensuring quality education and sustainable funding.

Her heart for service extends deeply into the community. Carol has served on multiple nonprofit boards in both Pennsylvania and Florida, and she has been recognized by the JCC for her outstanding dedication as a board member and volunteer.
